Harry V. B. Miller, a principal of the Herzog Law Firm since 1978, has been managing partner since 1998.
Mr. Miller's practice areas include estate planning, Medicaid planning, estate administration and elder law, as well as corporate law, real estate law, and family limited partnerships. He services clients in the Firm's Albany and Kingston locations.
Mr. Miller served as Director of Albany Memorial Hospital from 1986 to 1999, acting as Secretary and Treasurer during part of that time. He served as a Director of Samaritan Hospital, Troy, New York, from 1997 to 1999. He also served on the Board of Directors of the Albany City Hostel, Inc., and the Albany-Schenectady League of Arts, Inc.
He is co-author of the layperson's guide to Medicaid planning, Sooner is Better than Later, and is a frequent speaker on estate and Medicaid planning.
Mr. Miller received his J.D. from Albany Law School of Union University in 1974 and his B.A. from Drew University in 1970.

James M. Reilly, an attorney with over thirty years of legal experience, has been a principal of the Herzog Law Firm since its formation in 1978. He concentrates his practice in commercial and securities litigation and appellate practice.
Mr. Reilly is a member of the New York State, American and the Albany County Bar Associations.
He currently serves as President of the Voorheesville Public Library and as a Trustee of the Upper Hudson Library System.
In 1974, Mr. Reilly received his J.D. from Albany Law School of Union University, where he was a member of the Law Review and Justinian Society. In 1970 he received his A.B. from Boston College.

Phillip M. Tribble is a Principal and a senior attorney of the Firm. His primary practice areas include estate planning and administration, Medicaid Planning, Elder Law and Real Estate Law.
Mr. Tribble is a member of the New York State Bar Association; Trust and Estates/Elder Law Section. He is a member of the National Academy of Elder Law Attorneys and is a frequent speaker on Estate Planning, Estate Administration and Elder Law topics.
Mr. Tribble has served as a Town Planning Board Member for Clifton Park, New York, and is a member of the Saratoga Hospital Legacy Foundation.
Mr. Tribble received his J.D. from the Albany Law School of Union University in 1978. In 1975 he received his M.A. from Yale University School of Divinity. He received his B.A. from Valparaiso University in 1972.

Debbie has previously worked as an attorney with law firms in Albany and Syracuse.
She is an Adjunct Professor with the State University of Albany covering taxation of Corporations, Partnerships, Estates and Trusts. In 2002 she was an Adjunct for Tax Accounting at Cazenovia College.
Ms. Verni is a member of the New York State Bar Association, Elder Law and Trust & Estate sections, the Saratoga County Bar Association and the Saratoga Hospital Legacy Foundation.
In 2001, Debbie received her J.D. from the Syracuse University College of Law, completing a concentration in Tax and Estate Law. She received her B.P.S in Business Management from Cazenovia College in 1998.

Keith J. Roland

On January 1, 2006, Keith J. Roland joined the Herzog Law Firm as of-counsel. He concentrates his practice in the areas of Telecommunications Regulation & Taxation; Public Utilities; Appellate Litigation; Administrative Law; and Real Estate.
Prior to joining the Herzog Law Firm, Mr. Roland was senior partner in the Firm of Roland, Fogel, Koblenz and Petroccione. His experience includes acting as Counsel for the New York State Senate Committees on Public Utilities and Consumer Affairs; Associate Counsel for the New York State Commission on Cable TV; and Staff Counsel for the New York State Public Service Commission.
Mr. Roland is admitted to practice before the Courts of New York State; the U.S. District Courts for the Northern, Southern, Eastern, and Western Districts of New York; the U.S. Court of Appeals, Second Circuit; and the U.S.
Supreme Court. He is a member of the New York State and Albany County Bar Associations.
In 1971 Mr. Roland received his J.D. from Columbia University, and in 1967, his A.B. cum laude, from Princeton University, where he was a major in the Woodrow Wilson School of Public and International Affairs.
Edwin J. Tobin

A principal in the Herzog Law Firm since 1992, Edwin J. Tobin is now of counsel to the Firm. He concentrates his practice in personal injury, litigation and medical malpractice.
He is a member of the New York State and Albany County Bar Associations. The Association of Trial Lawyers of America; New York State Trial Lawyers Association; and the Capital District Trial Lawyers Association.
Mr. Tobin served on the Board of Trustees for Historic Cherry Hill from 1988 to 2002. He served as a Justice of the City Court of Albany, from 1976 to 1983, and was the Assistant Corporation Counsel for the city of Rensselaer from 1969 to 1975.
Mr. Tobin received his LL.B. from Albany Law School of Union University in 1962 where he was Associate Editor of the Law Review. In 1959, he received his B.A. from Siena College.
